This web app allows users to lookup water right allocations and understand the Local Enhanced Management Area (LEMA) process.
LEMA Process Overview
- Plan Submission: The Groundwater Management District (GMD) creates and submits a LEMA plan with clear goals to the chief engineer for review.
- Initial Review: The chief engineer reviews the plan to ensure it meets the requirements for consideration and, if so, initiates a public hearing.
- Public Hearings: An initial hearing is held to address key questions regarding water rights, followed by additional hearings if necessary.
- Decision: The chief engineer has 120 days to issue a decision, which could accept, reject, or return the plan with recommendations.
LEMA Plan Requirements
- Clear geographic boundaries
- Pertains to an area wholly within the groundwater management district
- Goals and corrective control provisions adequate to meet the stated goals
- Consideration for users with voluntary water conservation measures
- Compliance monitoring and enforcement element
- Consistency with state law

Conditions for LEMA Initiation (K.S.A. 82a-1036)
- Groundwater levels are declining excessively
- Rate of withdrawal exceeds recharge rate
- Preventable waste of water is occurring
- Unreasonable water quality deterioration is occurring
